When can I apply for my Paraguayan ID?
You can only apply for your Paraguayan ID (cédula) after your temporary residency is officially approved. The “precaria” (the first temporary slip you receive when you submit your residency file) is not enough.
Once Immigration (Migraciones) gives you your approved residency card, you are now allowed to request your ID at the Identification Department.

When you request your cédula, you are basically proving two things: who you are, and that Paraguay already accepted you as a temporary resident.
Your identity & civil status
- Passport (plus sworn translation if required)
- Birth certificate (apostilled + translated)
- Marriage or divorce certificate if applicable
- Criminal record from your home country

- Your temporary residency card issued by Migraciones
- Certified copy of that card (“copia autenticada”)
- “Certificado de radicación” from Immigration
- Local Paraguayan police record (“antecedentes penales de extranjeros”)
- “Vida y Residencia” certificate with 2 Paraguayan witnesses
- Interpol certificate, re-stamped by the relevant offices
Which documents are new at the ID stage?
- Renew your Interpol certificate — validity is 90 days only.
- Get your “Vida y Residencia” certificate — two Paraguayan witnesses confirm where you live.
- Obtain a laminated “carnet de extranjeros” — this identifies you as a foreign resident.
Where to apply for your Paraguayan ID
The cédula is issued at the Departamento de Identificaciones in Asunción. The process includes biometric registration (photo, fingerprints) and verification of all your documents.
