Obtaining a Paraguayan RUC is only the beginning. Depending on the tax obligations registered under your RUC, you may need to issue valid invoices, record transactions, file tax returns and keep your information updated with the tax authority.

What is the RUC in Paraguay?
RUC stands for Registro Único de Contribuyentes. It is the taxpayer registration number used to identify individuals and legal entities before Paraguay’s tax administration, the Dirección Nacional de Ingresos Tributarios, commonly known as DNIT.
The RUC may be used when conducting an economic activity, providing professional services, issuing invoices, operating a business or fulfilling another registered tax obligation.
However, the RUC number alone does not describe your complete tax situation. The important question is which activities, taxes and obligations are recorded under it.
Two people may both possess a RUC while having different filing frequencies, tax forms and compliance requirements.
Who needs to maintain RUC compliance?
Compliance is generally relevant whenever a RUC remains active with registered tax obligations. This may include independent professionals, service providers, small businesses, company owners, landlords and other taxpayers carrying out taxable activities.
Independent professionals
Individuals who provide services and issue invoices may have recurring reporting and record-keeping obligations.
Entrepreneurs and businesses
Commercial activity can create obligations involving income taxes, VAT, invoices and transaction records.
Property-related activity
Rental income or other property transactions may create reporting requirements depending on the circumstances.
Inactive taxpayers
A person who stops working may still have obligations until the RUC or relevant taxes are formally suspended or changed.
Main RUC compliance obligations
The exact requirements depend on your registration. Nevertheless, active taxpayers commonly need to manage some combination of the following responsibilities.
- Issue valid invoices or other authorised tax documents when required.
- Record purchases, sales, income, expenses and supporting documents.
- Submit the tax returns associated with the taxes registered under the RUC.
- Pay any resulting tax balance before the applicable deadline.
- Keep contact, address, activity and registration information updated.

Your obligations may involve VAT, personal income tax, business income tax or another regime. The applicable forms and frequency should be confirmed from your current RUC registration.
Are RUC declarations monthly?
Some important Paraguayan tax obligations are monthly. For example, taxpayers registered under the general VAT regime normally submit the relevant VAT declaration after the end of each tax period.
Other declarations may be annual, occasional or connected to a specific transaction. This is why it is unsafe to assume that every RUC follows one universal monthly schedule.
When a monthly tax obligation remains active, a declaration may still be required even when no sales, invoices or taxable income were generated during that period.
What happens if the RUC has no activity?
A common misunderstanding among new residents is that no income means no filing. In practice, an active registered obligation can continue to generate compliance duties until the taxpayer formally changes or suspends the relevant registration.
Depending on the tax involved, a return with no activity or no amount payable may still need to be submitted. Failing to file is different from filing a return that produces no tax payment.

What is the Marangatu system?
Marangatu is the online tax management platform used by DNIT. Taxpayers and authorised representatives use it to access taxpayer information, submit declarations, review filed returns, manage requests and perform other tax-related procedures.
Access credentials should be protected carefully. Anyone authorised to manage the account may be able to view sensitive tax information or perform actions connected to the RUC.

Tax compliance is not limited to submitting a declaration. The figures reported should be supported by valid invoices, receipts or other authorised documents.
Paraguay has both electronic and virtual invoicing mechanisms. The correct method depends on the taxpayer’s registration, authorisation and applicable invoicing system.
Taxpayers should avoid mixing personal expenses with business records and should preserve documentation in a consistent format. Missing or incorrect supporting documents can create difficulties when preparing a declaration or responding to a review.
Keeping your RUC information updated
Changes in your address, contact information, economic activity, business structure or legal representation may need to be communicated to DNIT.
Updating information is especially important for foreign residents who change accommodation, begin a new professional activity or stop the activity for which the RUC was originally opened.
- Review the activities currently registered under the RUC.
- Verify the declared tax address and contact information.
- Confirm whether old or unused activities remain active.
- Check whether a temporary suspension or permanent cancellation is appropriate.
Can a Paraguayan RUC be temporarily suspended?
A taxpayer who has stopped the registered activity may be able to request a temporary suspension of obligations through the appropriate DNIT procedure.
Once a suspension becomes effective, the taxpayer may be exempt from submitting certain tax liquidation returns during the suspension period. However, suspension is a formal administrative step. Simply stopping work or leaving Paraguay does not automatically suspend the RUC.
Any outstanding periods, declarations, balances or formal requirements from before the effective suspension date may still need to be resolved.
Before requesting a suspension, it is sensible to check whether all previous declarations have been filed and whether the RUC shows any pending obligations.
What are the risks of RUC non-compliance?
Missing declarations or failing to update taxpayer information may result in formal non-compliance, penalties, interest, unresolved tax balances or difficulty obtaining a tax compliance certificate.
Small unresolved issues can also accumulate when a taxpayer ignores an active RUC for several months or years.
Late or missing returns
Unfiled periods may need to be regularised before the taxpayer can complete another procedure.
Outdated registration data
Incorrect activities, addresses or representative details can generate administrative complications.

Invalid or incomplete documentation may affect the reliability of the tax records.
