What is a Paraguay RUC?

RUC stands for Registro Único de Contribuyentes, the Unique Taxpayer Registry administered by Paraguay’s tax authority.

The RUC is used to identify a taxpayer in declarations, invoices, tax records, payment documents and official communications. It can belong to a natural person, a company, an EIRL, an estate or another recognised taxpayer category.

For an individual, the RUC is not a business licence and does not automatically create a company. It is the tax registration through which the DNIT records the person’s activities, establishments, tax obligations and declared fiscal address.

Who needs an RUC in Paraguay?

  • Entrepreneurs carrying on an economic activity personally.
  • Landlords or investors whose activity creates a tax-registration requirement.
  • Individuals subject to a specific Paraguayan tax.

People who may not need one immediately

  • Residents with no Paraguayan taxable activity.
  • People obtaining residency only as a legal migration status.
  • Employees whose situation does not trigger a separate personal registration.
  • People who merely hold a cédula but do not perform a registered economic activity.
Do not register “just in case.” An active RUC can create formal obligations. First identify the activity, applicable tax and expected filing calendar.

Can a foreign resident obtain an RUC?

Yes. Foreign individuals with temporary or permanent residence can register. Under the current rule cited by the DNIT, their RUC identifier is based on the number of the Paraguayan civil identity card.

This makes the Paraguayan cédula a central document in the ordinary RUC workflow for resident foreigners.

Older guides may refer to passport-based or migration-card identifiers. The DNIT announced the change so that resident foreign individuals use the cédula number as their RUC identifier.

How to register for an RUC in Paraguay

The DNIT states that RUC registration is free and can be requested through its online services.

Identify the real economic activity and determine whether it creates a tax-registration requirement.

Prepare identity and address information

Collect the cédula, contact details, fiscal address and supporting evidence relevant to the application.

Define the activity and tax profile

Select the correct economic activity, activity start date and taxes that apply to the case.

Submit the online application

Complete the individual RUC registration through the DNIT online portal and upload the requested documentation.

Respond to observations

The DNIT may ask for corrections, clearer documents or additional proof before approval.

Receive access credentials and registration confirmation

After approval, preserve the RUC records and access data needed to manage declarations and updates.

Set up the compliance calendar

Record every filing date, payment date and formal obligation linked to the active registration.

What obligations can begin after RUC registration?

There is no single universal filing calendar for every RUC holder. Obligations depend on the taxes, activities and regimes recorded in the taxpayer profile.

Tax declarations

Monthly, annual or event-based declarations may apply depending on the registered obligations.

Electronic invoicing

People carrying on invoiced activities may need to issue authorised electronic tax documents through the applicable system.

Books and records

Supporting records, invoices, expenses and tax documents must be retained according to the applicable rules.

Payments

Tax may be payable when a declaration produces an amount due.

Data updates

Address, activities, establishments and other taxpayer information must remain current.

Formal compliance

Late or incorrect filings can generate penalties even when no tax is payable.

Do you still file when there is no activity?

Possibly. A period with no sales or income does not automatically eliminate every formal declaration linked to an active RUC.

Whether a no-movement declaration is required depends on the taxpayer’s registered obligations and the filing period. The DNIT offers an online service for submitting declarations without movement in applicable cases.

Zero activity does not always mean zero paperwork. Failing to submit a required return can produce a formal penalty even where no tax is due.

This is why a new RUC holder should receive a written list of active tax obligations and filing frequencies immediately after registration.

RUC vs tax residence

A Paraguayan RUC does not automatically prove that a person is tax resident for every domestic or international purpose.

Tax residence is a legal concept determined by the relevant legislation, facts and, where applicable, treaty rules. Immigration residence, a cédula, an RUC and a tax-residence certificate are separate elements.

Four different concepts: residence permit, cédula, RUC and tax residence should never be treated as synonyms.

Changes to fiscal address, activities, establishments or contact details should be reflected in the RUC records.

A taxpayer who pauses activity may be able to request temporary suspension, subject to the current rules and compliance status.

Cancellation

Closing the activity does not mean simply stopping declarations. Formal cancellation requires the applicable procedure and outstanding compliance to be addressed.

Do not abandon an active RUC. First review pending declarations, debts, invoices, activities and the correct suspension or cancellation procedure.
