Paraguay citizenship at a glance

Paraguayan nationality by naturalisation is granted through a judicial procedure. It is not automatically obtained by holding temporary residence, permanent residence, a cédula, property or an RUC.

Citizenship is not a guaranteed “three-year passport.” Three years is a minimum constitutional requirement. The applicant must also prove conduct, lawful activity, integration and compliance with the judicial procedure.

What is Paraguayan citizenship by naturalisation?

The Carta de Naturalización is the legal instrument that certifies the grant of Paraguayan nationality to a qualifying foreign applicant.

Once the process is approved and the required oath is completed, the naturalised person can access rights reserved to Paraguayan nationals and can later complete the relevant civil-identification and passport procedures.

Naturalisation is separate from immigration residence. Migraciones grants temporary and permanent residence. The judiciary evaluates and grants the Carta de Naturalización.

Who can apply for Paraguayan naturalisation?

Article 148 of the Constitution establishes the core conditions for foreigners seeking Paraguayan nationality by naturalisation.

Adult applicants

The applicant must have reached legal adulthood and be capable of personally participating in the procedure.

Permanent residents

The official judicial checklist requires permanent admission and a minimum three-year period counted from the permanent-residence resolution.

Integrated residents

The applicant must demonstrate regular exercise of a profession, trade, science, art or industry and good conduct as required by the constitutional framework.

The Court can examine whether the applicant’s residence, work, studies, business activity and conduct are genuine. Merely holding documents without a real connection to Paraguay is not the same as proving eligibility.

How does the three-year residence requirement work?

The official Supreme Court checklist states that the applicant must have three years of permanent residence, counted from the date of the resolution granting permanent admission.

This is more specific than simply having lived in Paraguay for three calendar years or having held temporary residence for part of that period.

Do not count from the first temporary-residency trip. The Court’s published checklist counts the required period from the permanent-admission resolution.

Applicants should preserve their permanent-residence resolution, permanent card, passport history and evidence showing genuine residence and activity during the qualifying period.

Proving work, profession, business or studies

The Constitution requires regular exercise in Paraguay of a profession, trade, science, art or industry. The Court’s checklist translates that condition into practical evidence.

Employees

An employer certificate should identify the employer’s IPS registration and company RUC.

Business owners and merchants

The file may include a commercial patent, RUC information and references from two or more companies familiar with the applicant’s commercial conduct.

Students

A current study certificate issued by the relevant institution can support the applicant’s situation.

Professionals

The applicant should include the qualifying professional title and other evidence of lawful practice.

Independent workers

Contracts, invoices, RUC records and evidence of ongoing activity can help show that the declared work is genuine.

Remote workers

Remote work should be documented carefully, particularly where income, clients or employers are located outside Paraguay.

The Paraguayan citizenship examination

The Supreme Court has described the written knowledge test as a mandatory part of the naturalisation procedure for foreign applicants who are not children of Paraguayans.

How long does Paraguayan citizenship take?

There is no reliable official promise that naturalisation will be completed within a fixed number of months after filing.

The overall timeline includes the prerequisite permanent-residence period, document preparation, examination, judicial review, possible observations, the decision and the oath ceremony.

A realistic strategy treats citizenship as a multi-stage legal process rather than a guaranteed fast passport programme.

Avoid fixed-time guarantees. No private intermediary controls the Court’s examination schedule, evidentiary review or final decision.

Does naturalisation automatically issue a Paraguayan passport?

No. The Carta de Naturalización confirms nationality, but the passport is obtained through a later identification and passport procedure.

First: nationality is granted

The Court approves the naturalisation, the applicant takes the oath and receives the Carta de Naturalización.

Then: identity and passport records are updated

The new citizen completes the corresponding civil-identification procedure before applying for the Paraguayan passport.

Residency is not a passport programme. Temporary and permanent residents remain foreign nationals and travel on their existing passports.

Does Paraguay allow dual citizenship?

Dual or multiple nationality is a legally sensitive issue. The Paraguayan Constitution recognises multiple nationality in circumstances established by international treaty and reciprocity, while the effect of naturalisation also depends on the law of the applicant’s existing country of nationality.

Some countries permit their citizens to naturalise elsewhere without losing their original nationality. Others require notification, authorisation or renunciation, or treat voluntary naturalisation as a ground for loss.

Check both legal systems before applying. A statement that “Paraguay always allows dual citizenship” is too broad for individual planning.
